In autumn 2013, the European Commission (Directorate-General for Economic and Financial Affairs - DG ECFIN) took the initiative of inviting independent fiscal institutions (IFIs) to regular meetings at technical level and informally, while respecting their independence, to discuss subjects of common interest (European fiscal rules, methodology, etc.), as part of a network called EUNIFI (EU Network of Independent Fiscal Institutions).
These biannual meetings organized by the Commission are very useful for informing independent institutions on European texts and their application, as well as on the Commission's calculation methods. These meetings are supplemented by seminars organized by DG ECFIN on the European budgetary framework, aimed at experts from independent institutions, during which the European rules, their application and the methodologies used by the European Commission to feed these rules are presented and discussed in detail.
